Balancing the Scales

The two best homicide detectives on the DC Metropolitan police force, Eli Carver and Sean Reynolds, are confronted with a rash of murders that have them stumped. Traditional approaches to solving these crimes have led to dead ends. There is even the belief that the culprit or culprits responsible are toying with them. Their department has yet to update its surveillance, collection, and analysis capabilities, exacerbating the investigations.
